Launched in January 2024, Saudi Arabia’s Regional Headquarters (RHQ) program encourages multinational
companies (MNCs) to set up their regional hubs in the Kingdom, offering access to a range of strategic
incentives.
Requirements for RHQ License in Saudi Arabia
Global Presence
The multinational group must operate in at least two countries outside Saudi Arabia and its home country.
Legal Entity
The RHQ must be established as a separate company or a registered branch of a foreign entity in Saudi Arabia.
Non-Commercial Operations
The RHQ cannot generate revenue directly from commercial activities outside its defined scope.
Investment Plans
The company must demonstrate a commitment to regional growth through clear investment plans.
Minimum Staffing
Within one year of obtaining the RHQ license, the headquarters must employ at least 15 full-time staff, including a minimum of three C-suite executives (CEO, CFO, COO, etc.).
Mandatory Activities
Core regional activities must commence within six months of license issuance.
Optional Activities
At least three optional regional activities should be initiated within one year of obtaining the license.
